


Meet Angelica
Angelica Luna Kaufman is a longtime Houston leader with more than two decades of experience in public service, government operations, and executive leadership.
Earlier in her career, Angelica held senior roles with statewide, national, and local organizations, including the Texas Democratic Party, the Democratic National Committee, and the Harris County Democratic Party. She has also led campaign efforts for major political campaigns nationally, statewide, and here in Houston as the Communications Director for the Sheila Jackson Lee for Mayor Campaign. She has served on the board of St. Vincent de Paul where she advocated for housing and meeting the needs of our most vulnerable communities. She also has experience in broadcast media and public affairs, giving her a deep understanding of how public trust is built, how communities receive information and how public awareness can drive meaningful action and change.
Throughout her career, Angelica has worked at the intersection of policy, communications, and governance — translating big ideas into real results for communities. She has led work across public health, disaster recovery, economic development, and good-government reform, and is known for her ability to connect the dots, keep systems running under pressure, and build teams grounded in trust, accountability, and execution.
She currently serves in an executive leadership role in Harris County, where she has helped guide complex policy decisions, emergency response efforts, economic development initiatives, and challenging budget processes for one of the nation’s largest counties serving nearly 5 million residents in the Houston area. Serving as Chief of Staff to Harris County Judge Lina Hidalgo has given her the opportunity to work on critical issues that directly impact the lives of Houston residents.
Angelica’s connection to District C is deeply personal. She lives in the Houston Heights and is actively involved in the life of the district. She has taught Sunday School at St. Anne’s Catholic Church, worked closely with St. Vincent de Paul — including serving as president of its board — and, as part of an interfaith family, she and her husband David are both active in the Jewish Community and members at Congregation Emanu El. She is currently pursuing a Master’s degree in Global Affairs at Rice University, which is also located in District C.
Angelica’s roots in the Houston region run deep. She is a fifth-generation Texan with family ties spanning from Sugar Land to East Houston, where her great grandfather worked for the railroad in the 1930s. She is the proud daughter of a veteran, and her father spent nearly four decades working in Houston’s energy sector.
I am running for Houston City Council because I believe experienced, steady leadership matters — especially in moments of change.
For years, I have worked behind the scenes helping drive policy, economic development, budget decisions, and emergency response for our region. That experience has taught me that good government isn’t about ideology or headlines — it’s about understanding constraints, making hard choices, and delivering results for people who rely on government to work.


City Council is where government touches daily life most directly — in neighborhood safety, infrastructure, basic services, and quality of life. At this point in my career, I want to bring my experience directly to the table with a vote, accountability, and responsibility to my neighbors in District C.
